The project
CEWASTE is a two-year-and-a-half project funded by European Union's Horizon 2020 research and innovation program. It aims to develop, validate and launch a voluntary certification scheme for collection, transport and treatment facilities of key types of waste containing significant amounts of valuable and critical raw materials (CRMs) such as waste electrical and electronic equipment (WEEE) and batteries.
Since its commencement in November 2018, CEWASTE has developed a set of managerial, environmental, social, traceability and technical requirements and accordingly has established an assurance and verification system and related verification mechanisms. The project has taken stock of the normative requirements defined in existing relevant guidelines and standards in the field of electrical and electronic waste treatment - among others, the CEWASTE document is built on the EN 50625 standard series - only where these are not sufficient to meet all the project's objectives, have new requirements been developed (with a focus on CRM recovery).

The consultation
Developing a widely accepted and mature certification scheme demands a multi-stakeholder process including key experts through an open and transparent consultation process. With the current online consultation process, CEWASTE aims to ensure transparency, actively engage with experts and stakeholders and provide them with mechanisms for participation in the development process of the certification scheme. The ISEAL Assurance Code of Good Practice forms the basis of the stakeholder participation activities in the project.
A first working draft of the document CEWASTE Requirements for Improving CRM Recycling from WEEE and Waste Batteries was presented to the experts and related stakeholders (including CEWASTE Advisory Board members) in a physical meeting on 22 October 2019, in Geneva. After evaluating and integrating the comments, a revised version of the document (V5.0) was published on CEWASTE website for the 1st round of public consultation process between December 2019 and January 2020 (60 days). In this round, more than 250 technical and editorial comments were collected. A summary table containing all comments as well as information about how each comment was addressed is available here.
Based on the feedback from the 1st round of consultation, the CEWASTE normative requirements were revised in Summer 2020 and internally reviewed by the project’s Consortium Partners. The updated document (V7.0) was validated through 20 pilot audits that were conducted between September and November 2020. After thorough evaluation of the comments provided by the operators, the CEWASTE normative requirements were further updated and improved (V8.0).
In this second round of consultation, the eighth working draft of the document CEWASTE Requirements for Improving CRM Recycling from WEEE and Waste Batteries is presented to the experts and related stakeholders for editorial comments. CEWASTE Project Partners have agreed that technical comments will not be considered in this second round of consultation and if received will not be addressed in the final version of the document.
The consultation is open to the public and is on a voluntary basis. The CEWASTE project team invites stakeholders from different sectors of the value chain to contribute to the consultation process with the aim of getting responses from those with a specific interest in the subject matter with a wide geographic spread so that opinion is received from informed participants across many countries. The information needed for the stakeholders to decide whether and how to participate in the consultation process is provided in the CEWASTE Terms of Reference.

The online consultation process will be held in two rounds:

- Second round: 17 February 2021 to 12 March 2021

How is stakeholder input used
For submission of comments in the public consultation process the following set of rules have been defined in the CEWASTE Terms of Reference document:
Participants are asked to provide their name, country, organization, sector and contact data. Providing information about their role in the organization is optional.
A Feedback Form is provided to the participants in which they are expected to enter their editorial comments as well as their personal data. Editorial comments help, for example, to identify typographical errors, misspellings, or improper sentence structure and similar problems, and do not affect the technical accuracy of the document.
CEWASTE Project Partners have agreed that technical comments will not be considered in this second round of consultation and if received will not be addressed in the final version of the document.
Participants may contact the CEWASTE Management Team if clarification about the results of the consultation is needed.
The decision-making body for the development of the CEWASTE Certification Scheme is the CEWASTE Management Committee, composed of one representative from each Consortium partner. Decision making within this group shall be by consensus.
Decisions about the comments provided by the stakeholders, will be made based on the agreement and compromise of all Consortium parties. The CEWASTE Project Manager will be responsible for determining when consensus of the parties has been reached on a particular item. When consensus is not achieved within the Management Committee, the issue will be raised with the CEWASTE Advisory Board.
